Job Description
Role: Workday Training / Learning & Development (L&D) Specialist Start/Duration: asap through January 15, 2027 (may have possibility to extend) Location: St. Paul – hybrid (onsite 2 days a week) Rate: $62.05-$70.92/hour W2, dependent on skills and qualifications Project Overview Background The client is replacing the current Enterprise Resource Planning (ERP system), PeopleSoft, with the Workday ERP system. The client implemented its current system in 2000 with significant customizations to support internal processes. A needs assessment identified opportunities for improvement, and Workday was selected following a competitive Request for Proposal (RFP) process. Learn more: https://www.workday.com/
Project Objectives - Implement a modern, cloud-based ERP system with enhanced functionality
- Align business processes to Workday best practices while minimizing customizations
- Improve operational efficiency and citizen service delivery
- Establish data integrations between Workday and other internal systems
In-Scope - Replacement of PeopleSoft financials (including procurement)
- Replacement of PeopleSoft human capital management modules
- Data conversion from PeopleSoft to Workday
- Integration development between Workday and existing internal systems
- Process improvement aligned to best practices
- Development and delivery of end-user training and learning support materials
Out-of-Scope - Workday modules not required to replace current functionality
Training / L&D Specialist Responsibilities and Deliverables Primary Responsibilities - Understand project scope, business processes, and learning needs across functional areas
- Develop and execute a comprehensive Workday training strategy and curriculum aligned to project milestones
- Partner with functional leads, SMEs, and system integrators to identify training requirements and learning gaps
- Conduct training needs assessments and learner analysis for different user groups (e.g., HR, Finance, Managers, Employees)
- Design and develop training materials including instructor-led training (ILT), virtual training (VILT), eLearning modules, job aids, and quick reference guides
- Deliver training sessions (in-person and virtual) and support train-the-trainer programs
- Coordinate training logistics, schedules, and enrollment as needed
- Develop and maintain a training environment strategy in collaboration with project teams
- Evaluate training effectiveness through assessments, surveys, and performance metrics
- Provide recommendations and implement improvements to training materials and delivery methods
- Support post-go-live learning sustainment, including knowledge transfer and ongoing education
- Track training progress, completion metrics, and report status to leadership
- Log and manage training-related risks, issues, and dependencies
- Develop and submit status reports
- Collaborate closely with OCM, communications, and project teams
- Other duties as assigned

- Training materials (presentations, guides, eLearning content, job aids)
- Trainer guides and participant materials
- Training environment and access plan
- Training attendance and completion tracking reports
- Evaluation plan and training effectiveness reports
- Post-go-live training and sustainment plan
- RAID Register (training-related risks, issues, dependencies)
- Status reports (including hours burndown and progress updates)
Mandatory Qualifications - B.S. or B.A. degree (or Associate’s degree plus 5 additional years of relevant experience)
- 5+ years of experience in training, instructional design, or learning & development roles
- Proven experience designing and delivering enterprise system training programs
- Experience creating training materials for diverse audiences and learning styles
- Strong facilitation skills (virtual and in-person)
- Ability to quickly build trust and credibility with stakeholders in a virtual environment
- LOCAL candidates preferred
Desired Qualifications - Experience supporting ERP implementations (Workday preferred)
- Familiarity with Workday Financial and/or HCM modules
- Experience in public sector environments
- Instructional design certification (e.g., ATD, CPTD)
- Experience with eLearning tools (e.g., Articulate, Captivate) or LMS platforms
