Job Description
Role: Organizational Change Manager Duration: January 31, 2027 with potential to extend Estimated hours: up to 40 hours per week Location: Hybrid in St. Paul, MN – 2 days onsite Rate: $70.87 - $83.16/hour W2, dependent on skills and qualifications
Department Overview - Human Resources & Finance Human Resources and Finance are both departments within the Strategic Service Team. The new Enterprise Resource Planning (ERP) system (Workday) will serve both departments with the concurrent implementation of the Human Capital Management (HCM) and Finance modules.
Human Resources Human Resources provides service and support to departments and employees. This includes: - Coordinating recruitment, hiring, and training.
- Conducting contract negotiations and providing consultation on employee/department issues.
- Administering employee benefits, compensation, and job classification.
- Promoting and maintaining a diverse employee population.
Finance The Finance department is responsible for: - Review and preparation of the annual operating and capital budgets.
- Revenue and expenditure forecasting.
- Legislative analysis.
- Cash management.
- Operating the enterprise-wide accounting and payroll systems.
- Financial reporting.
- Investments.
- Debt financing.
- General financial analysis.
- Coordination of internal and external audits.
- Procurement.
Project Overview Background The organization is replacing the current Enterprise Resource Planning (ERP) system, PeopleSoft (Aspen and Summit modules), with the Workday ERP system. The current system was implemented in 2000 and contains significant customizations to support organizational processes. A needs assessment of the current system and processes was completed to identify key opportunities for improvement in the new system. Project Objectives - Move to a modern, cloud-based system with improved functionality compared to current systems.
- Leverage standard functionality and align processes with best practices, when possible, to minimize customizations.
- Become more efficient in operations and service.
- Develop integrations between the new ERP system and other systems to facilitate efficient data transfers and processes.
In-Scope - For replacement of current PeopleSoft financials and human capital management modules:
- Communications plans.
- Organizational Change Management (OCM)-related readiness assessments and change strategies.
- Training needs assessments/strategies/plans.
Out-of-Scope - Workday modules that are not needed to replace existing functionality.
Primary Responsibilities and Deliverables Primary Responsibilities: - Collaborate with the vendor OCM counterpart to:
- Understand the project drivers, scope, and expected business outcomes.
- Develop the engagement approach, milestones, and schedule in collaboration with key stakeholders.
- Build collaborative and trust-based relationships with key stakeholders and personnel.
- Conduct and report impact analyses and readiness assessments.
- Develop and deliver organizational change plans including communication and training needs assessments/plans.
- Create and manage a change champion network.
- Facilitate user experience workshops.
- Develop a sustainment plan.
- Evaluate the effectiveness of organizational change plans and training for user adoption; develop and implement remediation plans when warranted.
- Log and follow through to disposition Project-related risks, action items, issues, and decisions; escalate issues and risk as needed.
- Monitor progress, tracks time, and reports status.
- Develop and submit status reports.
- Other duties as assigned.

Mandatory Qualifications: - B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years’ experience).
- 5+ years experience working with multiple stakeholder groups in an Organizational Change Management role for a large technology program.
- Ability to quickly establish stakeholder trust in a hybrid work environment.

Desired Qualifications: - Experience as an OCM Practitioner in state, county, or city governments or non-profit sector.
- Familiarity with Workday Financial and/or Human Capital Management modules.
- Ability to contribute to the development and delivery of Workday-related training to multiple stakeholder groups.
- ACMP or Prosci certification.
