Role: Technical Business Analyst/Delivery Lead Location: Candidate will need to be on-site 3 days in a typical week in Oak Park Heights, MN Start Date: ASAP Length: 6-12 months with potential to extend or convert Rate: The hourly pay rate range for this position is expected to be $52.91 - $64.67 depending on qualifications and experience, though a higher rate may be considered for exceptionally qualified candidates
Technical Business Analyst / Delivery Lead – Plant Operations & Maintenance IT Role Overview The client is seeking a Technical Business Analyst / Delivery Lead to support a fast-paced manufacturing environment by enabling and delivering technology solutions across plant operations and maintenance. This role partners closely with operations, maintenance, engineering, and IT teams to drive scalable, reliable, and well-governed solutions through a centralized IT delivery model. The Technical Business Analyst / Delivery Lead is responsible for translating business needs into actionable technical solutions, coordinating delivery across multiple application teams, and ensuring successful implementation and adoption. This individual combines strong business analysis skills with hands-on technical aptitude and delivery ownership. The role focuses on end-to-end solution delivery—from discovery and requirements through build, testing, deployment, and operational support—while aligning plant-level needs with enterprise IT strategy.
Key Responsibilities Business Analysis & Solution Design - Partner with plant operations and maintenance stakeholders to understand business objectives, pain points, and operational workflows
- Elicit, analyze, and document business, functional, and non-functional requirements
- Translate business needs into solution options that align with enterprise architecture and IT standards
- Assess existing systems, integrations, and data flows to recommend improvements or modernization opportunities
- Communicate technical capabilities and constraints in clear business terms
Delivery Leadership - Act as a delivery lead for assigned initiatives, coordinating work across centralized IT teams and application groups
- Support planning, sequencing, and execution of work from vision through implementation
- Manage dependencies, risks, and delivery expectations with business and IT stakeholders
- Provide accurate time estimates for assigned deliverables and support sprint and release planning
- Ensure solutions meet quality, performance, and operational readiness standards
Collaboration & Stakeholder Management - Build and maintain strong relationships with plant leadership, maintenance teams, IT partners, and vendors
- Serve as a trusted liaison between business teams and technical delivery teams
- Facilitate alignment across teams with differing priorities and perspectives
- May mentor or coach other analysts or team members (no direct people management responsibilities)
Testing, Deployment & Support - Contribute to test strategy, test plans, and test cases to ensure solution quality
- Support user acceptance testing and validation with business partners
- Assist with deployment coordination and production readiness
- Develop functional, technical, and user-facing documentation
- Provide training support and post-implementation assistance as needed
Qualifications & Skills Education & Experience - Bachelor’s degree in Management Information Systems, Business Administration, Engineering, or equivalent work experience
- 3+ years of experience in business analysis, technical analysis, or solution delivery roles
- Experience supporting manufacturing, plant operations, maintenance, or industrial environments preferred
- Experience participating in at least one full solution or application implementation lifecycle

- Ability to analyze medium to high-complexity business problems and design scalable technical solutions
- Strong technical aptitude; comfortable working with multiple systems, integrations, and application teams

- Developing or demonstrated project and delivery management skills

- Comfortable operating without direct authority while influencing outcomes
Primary Tools & Technologies (Specific platforms may evolve as part of the centralized IT strategy) - Manufacturing and plant operations applications (operations, maintenance, quality, performance)
- Microsoft operating systems and SQL Server
- Data and integration platforms supporting plant and enterprise systems
- Unix / Linux environments
- Application servers and middleware technologies
- Scripting or development exposure (e.g., Java, integration tools, automation)
